Lt. General (retired) Michael J. Basla

 General Basla concluded his USAF career as the Chief, Information Dominance and Chief Information Officer, Office of the Secretary of the Air Force in Nov 2014.  In that capacity, Gen Basla was responsible for leading four directorates and supporting 77,000 cyber operations and support personnel across the globe, with a portfolio valued at $17 billion.  As the CIO of the USAF, Gen Basla provided oversight of portfolio management that delivered architecture and enforced FOIA and Privacy laws.  Gen Basla started his USAF career in 1979 and had leadership positions at the Joint Staff, US Transportation Command, Air Mobility Command, Air Force Communications Command, Air Force Space Command, just to name a few.  Gen Basla is a member of the AFCEA International Board of Directors, serves on the AFCEA Cyber Committee, and has been a guest columnist for the Signal Magazine.  He is also a member of the Armed Services YMCA Board of Directors.

In selecting winning vendors, federal, state and local governments have typically looked at past contract performance information as part of their overall evaluation processes. Contractors that have a history of performing well have always enjoyed a better chance ofwinning than those that do not. Since the late 1990s the Federal Government began developing rules and regulations placing even more emphasison past performance. This presentation will review past performance procedures and suggest ways for you to manage the process toyour advantage.We will also provide instruction on challenging negative performance reviews before the Boards and the Court of Federal Claims.

Among the many advantages of doing business with the Federal Government are the benefits it gives to small businesses.These benefits, however, come in a highly regulated environment that is changing often.This presentation will highlight recent developments that should assist small business contractors in their relationship with the Government.

Dr. Maurice Dawson, PH.D, D.SC

Dr. Dawson serves as an assistant professor of information systems at the University of Missouri – St. Louis, which is the only National Security Agency & Department of Homeland Security Center of Academic Excellence in the St. Louis metropolitan region. Dawson was a former visiting assistant professor (honorary) of industrial and systems engineering at The University of Tennessee Space Institute, and Fulbright Scholar to South Ural State University in Chelyabinsk, Russia. He is the founding editor-in-chief of the International Journal of Hyperconnectivity and the Internet of Things.  He is the co-editor of the books “New Threats and Countermeasures in Digital Crime and Cyber Terrorism”, “Developing Next-Generation Countermeasures for Homeland Security Threat Prevention,” and “Security Solutions for Hyperconnectivity and the Internet of Things.” Dawson comes to academia with more than ten years of experience from the defense and aerospace industry. Dawson holds terminal degrees in computer science from Colorado Technical University and cyber security from the Intelligent Systems Research Centre at London Metropolitan University.
